7 Lakes Landowners’ Association (Association) Governing Documents:
Articles of Incorporation,

Definitions and Hierarchy of Documents
 
Subdivision Plat - describes the location and nature of the common property and individual lots.
 
Property Deeds - comprises the individual lot deeds and the deeds to common property which give a legal description of the property.
 
The Declaration of Covenants, Conditions, and Restrictions - the declaration of CC&R’s is the collection of covenants imposed on all property within the development and provides:
For automatic association membership of all owners and the basis for voting rights.
The obligation of each owner to share in funding the cost of association operations.
Certain restrictions (architectural control and other rules) on the use of the property and the association’s enforcement powers. Sets forth the power and authority of the association to own and maintain the common property and to make and enforce rules.
 
Articles of Incorporation - creates the association as a legal entity under NC State corporate statute; defines the board powers and responsibilities of the association and its membership; and, sets forth the process for creating the board of directors, voting system, etc.
 
Bylaws - implements, in specific detail, the provisions of the Covenants and the Articles of Incorporation regarding the association operations, including delineation of the meeting process, election procedures, powers and duties, board meetings, committees, insurance requirements, rule-making and enforcement process.
 
Rules and Regulations – regulations and guidelines for all residents for the use of Common area amenities (lakes, swimming pool), judicial process, and ARB guidelines. The Architectural Review Board (committee) was created to assure that the objective of the Association was achieved. The ARB’s function is to administer and perform the architectural review and control functions of the Association. Accordingly, the ARB Guidelines provide that no Improvements or Alterations may be constructed, erected, removed, or any addition, or exterior change, replacement, or Alteration be made, unless approved by the ARB.  Approval must be in writing.

MOORE COUNTY GOVERNMENT
Located in Carthage, these agencies administer many local programs affecting a new landowner, 910-947-4636
 
VOTER REGISTRATION: 
Moore County Board of Elections, located in the Lewis Bldg., Pinehurst Ave., Carthage, 910-947-3868 is open 5 days a week from 9 am to 5 pm and will register voters up to a period of 21 days (excluding Saturdays and Sundays) prior to an election.  In order to vote, a 30-day residency in Moore County is required, as well as being registered.  Seven Lakes is in the Mineral Springs Township, West End precinct, 8th district.  For information regarding a local registrar, call 910-947-3868.
 
TAX LISTING: 
Real and personal property is listed for tax purposes during the month of January. Schedules and locations for tax listings are announced in area newspapers.  For further information, call 910-947-6387.
 
MARRIAGE LICENSES:

RECREATION DEPARTMENT:
The Recreation Department provides a variety of recreational programs and activities for all ages. For more information and schedules please call 910-947-2504.
 
MOORE COUNTY DEPARTMENT OF AGING:
The MC Department of Aging provides services to transport older adults in Moore County, Monday through Friday. This service is provided for medical appointments, human service needs and nutrition sites. 24-hour notice is required for transportation. The Department has provided information about home improvement service to update the condition of an older adult's home for its energy efficiency, safety, and structural integrity.   Call 910-947-2504.  

AUTOMOBILE REGISTRATION:
You are required to obtain North Carolina tags within 30 days of establishing residence in the State.  The tags may be obtained at the license and title office, Town and Country Shopping Center, Route 1, Aberdeen, 910-944-1303.  Annual car inspections are required after obtaining auto registration.
 
DRIVER'S LICENSE:
Examination for State driver's license is given at the Driver's License Bureau, U.S. 1 South, Aberdeen, Monday through Friday, 8:30 am to 5 pm.  Sign and vision tests are required in all cases and road and written tests may be required.  For further information call 910-944-7555.

The Seven Lakes shopping center provides commercial and professional services.  Area shopping facilities in Pinehurst, Southern Pines and Aberdeen provide additional variety within a limited driving range.  Regional centers are found in Greensboro (65 mi.), Raleigh (70 mi.), Fayetteville (45 mi.), Charlotte (90 mi.), and Durham (75 mi.).
